Singapore, 10 March 2026 – City Developments Limited (CDL) celebrated the launch of the refreshed City Square Mall (CSM), its largest retail mall, following an extensive S$50 million phased AEI which commenced in September 2023. The launch was officiated by Mr Eric Chua, Senior Parliamentary Secretary, Ministry of Law & Ministry of Social and Family Development.
Since opening in 2009, CSM has enlivened the Farrer Park precinct as Singapore’s first eco-mall. The revamp was conducted across three phases, with the first two phases completed in the first half of 2025. The final phase, which involved the enhancement of City Green park, was completed in the first quarter of 2026. This is in line with CSM’s evolution into a more vibrant, family-friendly and community-centred destination, as well as enhancing its competitiveness in a rapidly evolving retail landscape by rejuvenating its tenant mix and elevating the overall retail experience for its shoppers.

City Square Mall now offers a more dynamic retail experience, with vibrant spaces and a refreshed tenant mix. Following the completion of the revamp, the mall has achieved almost 100% committed occupancy, supported by strong footfall and healthy leasing momentum. In tandem with the transformation of the Farrer Park precinct, we have taken the bold step to transform City Square Mall into a community hub integrated with first-of-its-kind wellness facilities to support families,” said Mr Sherman Kwek, CDL’s Group Chief Executive Officer.

Strengthening its Role as a Community Hub
As part of the AEI, the 12-storey mall has gained approximately 26,000 square feet (sq ft) of additional Gross Floor Area (GFA), allowing the inclusion of more F&B tenants. This is achieved through the decanting of facilities and leveraging the Community & Sports Facilities Scheme (CSFS) that saw the introduction of CONNECT @ City Square Mall.
Located on Level 4 and Basement 2, the approximately 15,000 sq ft CONNECT @ City Square Mall – developed in partnership with the National Council of Social Service (NCSS) – strengthens the mall’s role as a community-centric destination and unites five social service agencies to provide a first-stop service and support for children and families.
The agencies – Counselling and Care Centre (CCC), Eagles Mediation & Counselling Centre (EMCC), Kampong Kapor Community Services (KKCS), Singapore Children’s Society (SCS) and The Salvation Army (TSA) – cater to different needs, offering programmes ranging from enhancing mental health to strengthening family bonds and supporting children facing adverse experiences. These include complimentary mental health talks for the community and efforts to improve parental well-being and strengthen family relationships.

Expanded Dining and New-to-Market Concepts
The revamped CSM features a curated and refreshed tenant mix that balances established brands with local and new-to-market concepts, including 21 unique offerings.
The additional GFA enabled the reconfiguration of existing spaces and the extension of atrium slabs from Levels 2 to 4, creating more leasable space and expanded F&B capacity. New dining concepts include The Fat Sparrow (#02-15), Sanook Kitchen (#02-56), and Daydream Desserts (#02-15A and 58), with open dining areas overlooking the atrium.
Level 4, formerly occupied by the food court (now relocated to Basement 3 with a retro-themed design), has been transformed into Gastro Square, a 24,000 sq ft dining destination offering an eclectic selection of international cuisines. Notable tenants include the Chef Vo Quoc Vietnamese Cuisines (#04-41) by Master Chef Vo Quoc, and Xiao Jiao Tian (#04-37) serving traditional Sichuan cuisine.
Designed as more than just a dining destination, Gastro Square also hosts a variety of events, workshops, and even live singing performances, creating a lively space where shoppers can gather, linger and create shared experiences.
New Community Spaces and Enhanced Green Areas
Recognising that shoppers increasingly seek spaces to socialise, gather and unwind, the refreshed CSM introduces enhanced community spaces, including Green Square (Basement 1), City Green (Level 1), Gastro Square (Level 4) and Discovery Square (Level 5).
The enhanced City Green, a 49,000 sq ft urban park integrated with the mall, features refreshed landscaping, communal spaces, and two nature-inspired playgrounds designed for families and children.
The mall often hosts events like community pop-ups, seasonal markets and local vendor fairs that not only enliven the space but also create opportunities for the neighbourhood to connect while supporting small businesses.
Sustainability at the Heart of the AEI
In line with CSM’s legacy as Singapore’s first eco-mall, sustainability remains core to the AEI. Upcycled and repurposed materials were incorporated into the interior upgrades. Lift lobbies and wall finishes from Basement 4 to Level 6 were refurbished using decorative materials made from bamboo chopsticks, bubble wrap and PET bottles, while handrails removed during renovation works were repurposed into benches and feature walls.
The CDL MicroForest at City Green was expanded as part of the AEI, demonstrating how compact urban forests can moderate temperatures, support biodiversity and enhance ecological resilience in high-density environments.
Opposite the CDL MicroForest is the CDL EcoTrain, Singapore’s first decommissioned SMRT train cabin repurposed as a climate education hub that hosts regular eco-workshops for families and youths.
Located on CSM’s roof terrace, the Singapore Sustainability Academy (SSA) – Singapore’s first major People, Public and Private (3P) ground-up initiative – continues to promote climate education and advocate for a low-carbon economy. The SSA Annex was also introduced to further expand sustainability engagement with businesses and the community.
As a pioneer in green building, CSM is progressing towards certification under the Singapore Environment Council’s (SEC) Eco Spaces framework, with the goal of becoming the first shopping mall in Singapore to achieve this recognition by 2026, further advancing sustainable retail and green building innovation.

To reinforce sustainability awareness, CSM introduced Eco Mama, an adorable green globe mascot with a catchy jingle and dance. Eco Mama encourages eco-conscious daily habits in a fun and engaging way and will be available in six designs as a bag charm plushie that doubles up as an eco-bag.

With refreshed interiors, dedicated community spaces, expanded green areas and enhanced programming, CSM reemerges as more than just a retail destination, and is now a vibrant, inclusive community hub where heritage, community, sustainability and everyday experiences come together.
The launch today paid tribute to the site’s heritage as the former New World Amusement Park, which once stood on the site from 1923 to 1987. Singer Priscilla Tan, accompanied by cabaret dancers, performed a medley of 1960s songs, while traditional drinks and snacks, including pineapple drink, teh tarik and kacang puteh, were served from push carts.

Created by multidisciplinary artist Imran Mohamed Ishak, the 7.2m by 4m display is located at Discovery Square (Level 5).
